First, create a sketch from top view. Create a circle of diameter 60 contrained to the origin and another circle of diameter 40 129mm away from the first circle. Create a 6 sided and a 5 sided polygon constrained to the center of the first circle and second circle respectively. Construct the mid-section of the object.

Then, I extruded the parts upwards to the desired height and filleted some of the edges accordingly.
